dc.description.abstract | A study was done to examine the performance of the Presidential Initiative on Wealth and Job Creation (Emyooga) Programme in Kampala City, Uganda. The specific objectives were; to examine the performance of the Emyooga Programme in Kampala City, to examine the challenges affecting the performance of the Emyooga Programme in Kampala City, and to suggest strategies to enhance the performance of the Emyooga Programme in Kampala City. The study employed a cross-sectional study design to gather quantitative data that informed the study findings. Data was collected from 119 Emyooga SACCOs using a questionnaire. The data was analysed using the SPSS software using descriptive statistics and factor analysis. The study findings revealed that there was poor performance of the Emyooga Programme in Kampala City. This was evidenced by several challenges: inadequate participation in decision-making among SACCO members (eigen value=6.329), limited facilitation of City division officials in monitoring Emyooga activities (eigen value=0.928); lack of training in project management and financial literacy among SACCO members (eigen value=0.584); resistance in paying back the borrowed Emyooga funds (eigen value=0.466); lack of capacity building workshops to share experiences on Emyooga projects (eigen value=0.398); delays in loan repayments among SACCOs benefiting from Emyooga programme (eigen value=0.372); unrealistic loan requirements for Emyooga funds (eigen value=0.297); failure in the observance of guidelines for Emyooga programme (eigen value=0.250); SACCOs receive funds different from the signed amounts (eigen value=0.209), and political interference in the implementation of Emyooga Programme (eigen value=0.167). In conclusion, the study acknowledges that several factors have affected the performance of the emyooga programme. The study therefore recommends regular stakeholder workshops to increase stakeholder involvement in the programme, regular monitoring of the Emyooga SACCOs using monthly audits to enable early detection of irregularities, more seed capital should be given to SACCOs that have performed exceptionally well to motivate other SACCOs to do the same and arrests of individuals that have embezzled the Emyooga SACCO funds and those that refused to pay back. | |
