Abstract
This study to examine the relationship between monitoring and evaluation team capability, top management support and success of road infrastructure projects in Kampala. Specifically, the study was to establish the; relationship between monitoring and evaluation team capability and top management support; relationship between monitoring and evaluation team capability and project success; relationship between top management support and road infrastructure project success and; the mediating effect of top management support in the relationship between monitoring and evaluation team capability and road infrastructure project success.
The study used a cross-sectional survey design. This involved a quantitative approach. Data was collected using questionnaires. The sample size of the study was 32 determined using Krejcie & Morgan, 1970 table. The study projects were selected using simple random sampling to come up with the selected sub-projects and purposive sampling was used for the project managers. Quantitative data was analyzed using descriptive statistics with the aid of SPSS software.
The study revealed that M&E team capability has a moderately weak correlation with top management, M&E team capability has a moderately strong correlation with project success and top management support has a strong correlation with road infrastructure project success. Particularly, the results indicated that for each unit increase in M&E team capability, project success is estimated to increase by 0.527 units. Additionally, for each unit increase in top management support, project success is estimated to increase by 0.862 units. In light of the mediation analysis, the results suggested that M&E team capability has a significant positive effect on project success, and this effect is partially mediated (46.6%) by top management support. The mediation effect was statistically significant and substantial, as indicated by the Sobel z-value(8.272), confidence interval(.276), and the indirect to total ratio(.466).
The study recommends that; that top management ensure that M&E teams are left to perform independently for the good of these projects; the management of this program should ensure that M&E teams are put under pressure to deliver the accurate data on time to ensure that modifications to the running of the projects are done and; management of this program should ensure that they do effective budgeting to ensure that the financial resources are provided in time to ensure that the projects are executed in the time limits and resources set.
