Abstract
This work was guided by three specific objectives that included, assessing the effectiveness of finance mobilization in KCCA, identifying the challenges associated with finance mobilization, and to establish the mechanisms for improving finance mobilization. The study was adopted a cross sectional research design and as such, data was collected once without repeat. A quantitative approach employing questionnaires to collect data was adopted. 108 questionnaires were dispatched and a response rate of 86% was realised.
An SPSS was used to undertake the descriptive analysis. The results show that finance mobilization in KCCA was ineffective. This was largely demonstrated by low scores in such aspects as competence of grant writers, profiled sources, appropriateness of strategies, timely acquisition of funds, adequacy of funds, dues collection mechanisms, and fees payment. In terms of the challenges late mobilisation, finance mobilisation competences, unnecessary conditions set by funders, some sources of funds are more expensive than the benefits gained, misuse of funds, and legal restrictions emerged as the salient factors. Regarding mechanisms to improve finance mobilization, reskilling the personnel, profiling appropriate funders, developing a sound financial mobilisation plan and strategies, applying for funds early enough, effective utilisation of funds, incentivise people that pay their dues early, and also acquisition of modern technology were advanced.
