dc.description.abstractThis study aimed to investigate the relationship between budgeting practices, public value, and service delivery of town councils in Uganda. The specific objectives were to establish the relationship between budgeting practices and service delivery of town councils in Uganda, examine the relationship between public value and service delivery of town councils in Uganda, and establish the joint influence of budgeting practices and public value on service delivery of town councils in Uganda. The study was anchored on systems theory to explain the hypothesized relationship between the study variables. The research adopted a cross-sectional survey design, which is quantitative. The sample size of 43 town councils was drawn from a population of 48 town councils in the Busoga region using Slovin’s formular for sample size determination. The researcher selected the sample using a simple random sampling technique and entered the data in SPSS version 23 for analysis. The researcher verified the data's validity and reliability using the content validity index and the Cronbach alpha coefficient. The researcher used the mean and standard deviation to analyze the data for descriptive purposes. The data was also tested for correlation to establish the association between the study variables. In regards to inferential statistics, the data was analysed for regression to establish the influence of budgeting practices and public value on service delivery. The study findings demonstrated a significant correlation between budgeting practices, public value, and service delivery. The regression results revealed that budgeting practices have a significant relationship with service delivery. The study also revealed that public value has a significant relationship with service delivery. The study findings further revealed a significant joint effect of budgeting practices and public value on service delivery. The study recommends that budgeting practices should prioritise citizens’ participation, and this can play a significant role in building trust and legitimacy among the general public, ultimately leading to effective service delivery. As a result, the government's effort to improve service delivery in town councils should focus on the community's involvement in budgeting practices.
