Abstract
The study examined the level, challenges and strategies for improving sustainability of Gulu Water and Sanitation Improvement Phase 1 in Gulu District. The study was a cross-sectional research design with a descriptive research approach. The study used a sample of 248 households from a population of 720 in Gulu City. Primary data was obtained from household heads using a structured questionnaire. Data was analyzed using Statistical Packages for Social Scientist (SPSS) Version 25 for analysis. Results were presented using frequency and descriptive tables. The study found low level of sustainability of the Gulu Water Supply and Sanitation Project Phase I. The lowest sustainability was reflected mainly in financial capacity, followed by technical, and operational sustainability. On the other hand, the study found that the Gulu Water Supply and Sanitation Project Phase I project was physically sustainable. The study found that the major challenges affecting sustainability were; complexity of the project, limited participation, limited finance, inadequate capacity building, and inadequate communication. The study found out that enhancing two-way communication, building capacity of community members, community awareness campaigns, encouraging involvement, and corporation among community members were the most significant strategies that would enhance sustainability of projects. The study concludes that Gulu Water Supply and Sanitation Project Phase I project is not sustainable. Therefore, it is prudent to undertake specific strategies to revamp the prevailing status quo. The study recommends; promotion of two-way communication; capacity building; investing in community awareness campaigns; involvement; and promoting corporation among community members.
