Abstract
Projects are always started with the best of intentions to succeed, however when their objectives are not realized, the underlying reasons are normally ambiguous and the blame is usually biased towards failure of the project leadership. The Kyassonko Small Scale Irrigation farmers Association (KSSIA) project in Lwengo district was meant to benefit 45 farming households, however the projects deliverables have not been realised six years ever since its establishment. Due to the lack of a wellestablished board to provide leadership, there have been conflicts among stakeholders, lack of accountability and transparency among board members which consequently resulted into mismanagement of the project. Project governance focuses on the process oriented system by which projects are strategically directed and aims to ensure that projects are integratively managed and holistically controlled in and entrepreneurial and ethically reflected way. This paper aimed to establish the ways for improving project governance at the KSSIA by answering the following objectives: To establish the major components of project governance, to establish the challenges associated with project governance and to suggest ways for improving project governance at the KSSIA project. The methodology involved a cross sectional survey of 32 respondents who form the board. The study used a quantitative and analytical approach in the research design. The quantitative data was obtained through the use a self-administered questionnaire anchored on a five point Likert type scale. The main variables were drawn from the objectives of the study and the analysis was done using the Statistical Package for Social Scientists Software. The results for presence of major components of project governance showed a global mean of 2.14 whereby majority of respondents disagreed implying that the board did not sufficiently employ the principles of project governance. It was learnt that the KSSIA lacks an appropriate adherence to the required major components of project governance, it was also seen that KSSIA project was facing numerous challenges relating to leadership skills, unclear project goals and objectives, conflicts among stakeholders, poor communication and failure of the board to play her governance role. A number of strategies to improve project governance at the KSSIA have been suggested as well as recommendations.
