dc.description.abstractThis work was guided by three specific objectives that included, assessing the effectiveness of training and development programme in URA, identifying the challenges associated with training and development programme, and to establish the strategies for improving the programme. The respondents were employees of all levels in URA headquarters Kampala. The study was adopted a cross sectional research design and as such, data was collected once without repeat. A quantitative approach employing questionnaires to collect data was adopted. 296 questionnaires were dispatched and a response rate of 79% of that was collected and analyzed. An SPSS was used to undertake the descriptive analysis. The results showed that the training and development programme in URA was largely effective evidenced in table 4.2 where general training and development were largely effective evidenced by highest score with standard deviation of 0.980. This was accompanied low selection of the right trainees, training needs analysis, and evaluation of the training programme. However, the key indicators of effectiveness including the employing competent trainers who use appropriate methods was observed. The main challenges that were inadequate funding and biasness in selecting the trainees. In terms of strategies to improve training and development programme, it was advanced that, URA should continue employing competent trainers, undertake an effective training needs analysis, evaluate the programme, and adequately fund the programme.
