    Contract Management Practices and Service Delivery Among Procuring and Disposing Entities (Pdes) In Eastern Uganda.

    This study examines the relationship between contract management practices specifically contract design, contract monitoring, and contract risk management and service delivery among Procurement and Disposing Entities (PDEs) in Eastern Uganda. Grounded in the Dynamic Theory of Service Delivery, the study aimed to evaluate the relationship between contract design and service delivery, assess the relationship between contract monitoring and service delivery, and establish the relationship between contract risk management and service delivery. A cross-sectional research design was employed, with data collected from a sample of 72 PDEs using stratified and simple random sampling techniques. The study targeted procurement heads and procurement officers as the key respondents, ensuring representation across various local governments, statutory bodies, commissions, and hospitals. The findings revealed significant positive relationships between contract management practices and service delivery, with contract design emerging as the strongest predictor. The study underscores the importance of clear and comprehensive contract formulation, robust monitoring systems, and proactive risk management in enhancing the quality and reliability of service delivery. These practices collectively contribute to improved accountability, efficiency, and performance in public procurement. Based on these findings, the study recommends enhancing training and capacity-building programs for procurement officers to improve skills in contract design, monitoring, and risk management. Further, it advocates for the adoption of advanced monitoring technologies and more systematic risk management frameworks to address service delivery challenges effectively. Stakeholder engagement and continuous professional development are also emphasized to ensure that contract management practices align with the dynamic demands of public service delivery. This study contributes to the growing body of literature on public procurement, offering actionable insights to improve service delivery in Uganda’s public sector.
