Abstract
This study aims to examine the relationship between ICT infrastructure quality and stakeholder engagement on e-procurement implementation in public entities within the Kampala Metropolitan area. It assesses the relationship between ICT infrastructure quality and e-procurement implementation in public entities of Kampala Metropolitan, analyses the relationship between stakeholder engagement and e-procurement implementation in public entities of Kampala Metropolitan, and determines the mediating role of stakeholder engagement in the relationship between ICT infrastructure quality and e-procurement implementation in public entities of Kampala Metropolitan. Using a cross-section design, quantitative data was collected. This study used 140 public entities located within the Kampala metropolitan area of Uganda. In this study, it was informed by the technology acceptance model (TAM). The findings reveal a positive and statistically significant correlation between ICT infrastructure quality and stakeholder engagement (r = 0.696, p < 0.01), suggesting that improved ICT infrastructure enhances stakeholder involvement in e-procurement processes. Additionally, a positive correlation (r = 0.716, p < 0.01) between stakeholder engagement and e-procurement implementation indicates that active engagement contributes to successful e procurement adoption. A strong positive correlation (r = 0.789, p < 0.01) between ICT infrastructure quality and e-procurement implementation highlights the importance of reliable ICT systems in enabling effective e-procurement. Mediation analysis shows partial mediation of stakeholder engagement in the relationship between ICT infrastructure and e-procurement implementation. The total effect (0.789) increases when stakeholder engagement is considered, with an indirect effect of 0.226 (p < 0.000001), indicating that stakeholder engagement strengthens ICT’s impact on e-procurement. Approximately 28.6% of the relationship between ICT infrastructure and e-procurement implementation is mediated by engagement. Multiple regression analysis confirms that both ICT infrastructure quality (B = 0.666, p < 0.001) and stakeholder engagement (B = 0.362, p < 0.001) are significant predictors of e-procurement implementation. The model’s R-squared value of 0.677 shows that these factors explain 67.7% of the variance in e-procurement implementation. The study concludes that ICT infrastructure quality significantly influences stakeholder engagement and the success of e-procurement implementation. Strong ICT systems enhance communication, but their effectiveness is limited without addressing factors like digital literacy and equitable access. Stakeholder engagement boosts adoption and smoothens implementation, while ICT infrastructure alone, though powerful, achieves greater success when combined with active involvement from stakeholders. Stakeholder engagement bridges the gap between technology and user needs, acting as a mediating factor in the e-procurement process. A holistic approach, integrating both high-quality ICT infrastructure and stakeholder engagement, is essential for achieving transparency, efficiency, and user satisfaction, thus driving the success of e-procurement systems in public entities.
