Abstract
The study aimed at examining the relationship between socio-cultural context, internal controls, supply management orientation and supplier delivery performance. The motive for the study was mainly due to the persistent failure by the suppliers to fulfill contract terms that they signed resulting into long lead times, poor quality services and costly procurements. A cross-sectional design coupled with quantitative approach was used in the study with a sample size of 108 respondent organizations and 324 individual respondents. The reliability and validity of the instrument were established using Cronbach Alpha coefficient and content validity index respectively. Data were analyzed using SPSS with a focus on descriptive statistics, Factor analysis, Pearson correlation coefficient, hierarchical regression analysis and ANOVA tests. The Pearson correlation coefficient results revealed a positive and significant relationship between all study variables. The hierarchical regression analysis results further confirmed that socio-cultural context, internal controls and supply management orientation are all significant predictors accounting for 50.2% of the variance in supplier delivery performance. It was therefore concluded that all the predictor variables of the study are positively related to supplier delivery performance though with different levels of variance. Recommendations were proposed including need for the public staff to harmonize their egoistic behaviors to the core objectives of the organization, need to develop and enforce strong procurement internal controls, need for public institutions to create a conducive and interactive environment where information is shared easily before serious involvement in any transaction with the suppliers and finally need to subject suppliers willing to transact business with public institutions to thorough training and education about the existence of laws and operation of public procurement.
