Supplier Selection, Contract Management Practices and Procurement Performance in Uganda: A Case of Government Aided Primary Schools in Wakiso District.

Abstract
The procurement performance in government aided primary schools in Wakiso District is heavily characterized with rising costs, inefficiency, lack of transparency, corruption, low quality of food supplies, delivery of non-required items and procurement which are not related to budget. The study investigated the relationship between supplier selection, contract management practices and procurement performance in government aided primary schools in Uganda. The study was based on three objectives. Specifically, it examined the relationship between supplier selection and procurement performance; contract management practices and procurement performance and lastly, it examined the predictive power of supplier selection and contract management practices on procurement performance among government aided primary schools in Wakiso District A cross-sectional survey design with a quantitative approach to the study was adopted. Questionnaires were used to source quantitative information. The population of the study was 250 government aided primary schools and the sample size was 152 obtained from Krejcie and Morgan Table (1970). Simple random sampling method were used for selection of respondents and data was analyzed using correlations and regression to establish relationships between variables with the use of SPSS software. The correlation results revealed a significant and positive association between supplier selection and procurement performance among government aided primary schools in Wakiso District (r=.274, p<0.01). The results also revealed a significant and positive association between contract management practices and procurement performance among government aided primary schools in Wakiso District (r=.692, p<0.01). The regression results revealed that 49.1% of total variation in procurement performance in government aided primary schools in Wakiso District was explained by supplier selection and contract management practices (Adjusted R Square=.491). The remaining 50.9% was explained by other factors which were excluded in this study. The results further indicated that supplier selection (β= .144, t=2.3353, Sig= .020, p<.05) and contract management (β=.664, t=10.876, Sig= .000, p<.05) were significant predictors of procurement performance in government aided schools in Wakiso. The study recommends the government aided primary schools in Wakiso District to pay particular attention to contract management practices as they positively impact procurement performance. This can be done by using the right validation and certification tools, developing a contract management system, standardizing contract management, cultivating a contract respiratory among others that ensure that potential risks regarding contract management are detected in advance and mitigated to enhance procurement performance.
