Abstract
This study assessed grant utilization practices in Kakiri Sub-County, Wakiso District, with the aim of evaluating the effectiveness of existing grant utilization practices, identifying the challenges affecting efficient utilization of grant funds, and proposing strategies for improving grant management. The study was motivated by persistent concerns over underutilization, delayed implementation, financial mismanagement, and limited accountability in grant-funded community development projects. A cross-sectional research design employing a quantitative approach was adopted. Primary data were collected using structured questionnaires administered to a sample of 68 respondents selected from a target population of 81 using Krejcie and Morgan's (1970) sampling guidelines. Data were analysed using the Statistical Package for the Social Sciences (SPSS Version 20), applying descriptive statistics, including frequencies, percentages, means, and standard deviations.
The findings revealed that grant utilization practices in Kakiri Sub-County were generally moderate, with respondents acknowledging the existence of planning, monitoring, financial accountability, and community participation mechanisms, although implementation remained inconsistent. The study further established that delayed disbursement of funds, inadequate financial monitoring, bureaucratic procedures, limited transparency, and insufficient technical capacity were the major challenges affecting effective grant utilization. Respondents strongly supported strategies such as strengthening financial accountability systems, enhancing monitoring and evaluation, increasing community participation, improving staff capacity through training, ensuring timely release of funds, and promoting transparency throughout the grant management process.
The study concludes that although basic grant utilization structures exist within Kakiri Sub-County, significant institutional and operational weaknesses continue to hinder effective utilization of grant resources. It recommends strengthening financial management systems, improving coordination among stakeholders, building staff capacity, enhancing transparency and accountability mechanisms, and institutionalizing continuous monitoring and evaluation to improve the efficiency, effectiveness, and sustainability of grant-funded projects.
