Abstract
The persistent procurement delays which have long lasting effects on service delivery and value for money was a prime motivation for this study. The study's goal was to determine how inter functional coordination and electronic procurement practices affected the performance of procurement lead times. The study employed a cross-sectional quantitative design. The Krejcie and Morgan Table (1970) provided the sample size of 103 Central Government PDEs in Kampala, which was used in this investigation. Using a Cronbach Alpha coefficient and a content validity index, respectively, the validity and reliability of the data collection tool were determined. Both inferential and descriptive statistics were used to analyse the data. The findings indicate a positive and significant correlation between inter-functional coordination and procurement lead time performance in central government PDEs in Kampala, as well as a statistically significant relationship between electronic procurement practices and procurement lead time performance in these programs. In addition, the analysis's findings show that inter functional coordination and electronic procurement practices are both statistically significant predictors of procurement lead time performance in Kampala's central government PDEs; taken together, they account for almost 44% of the variation in procurement lead time performance (Adjusted R Square =.437). Therefore, it was determined that better inter-functional coordination and enhanced electronic procurement procedures lead to better procurement lead time performance in Kampala's central government PDEs. Among the recommendations made was the necessity for the PPDA, working with the management of the PDEs, to think about enhancing these PDEs' technical capabilities in order to facilitate their participation in public procurement. Staff training, workshop planning, and promoting open learning among employees both internally and externally make this possible.
