This study was conducted to establish the relationship between; legislative effectiveness and inclusive health insurance, insurance innovation and inclusive health insurance and the mediating effect of insurance innovation in the relationship between legislative effectiveness and inclusive health insurance in Uganda. The study adopted a cross sectional research design and data was analyzed quantitatively using inferential statistics. A sample of 132 employees from fifty (50) licensed insurance brokers in Uganda were considered. The unit of inquiry included the managing directors and marketing officers. Data was analyzed using SPSS and as a result, correlation, regression and mediation analysis were performed to explain the relationships between the variables of the study, the extent to which the independent variables were related with the dependent variable and the mediating effect of insurance innovation. Study results indicate that legislative effectiveness and insurance innovation are significant predictors of inclusive health insurance in Uganda. The study also revealed that insurance innovation partially mediates the relationship between legislative effectiveness and inclusive health insurance. Overall, insurance innovation was found to be the most influential factor in explicating inclusive health insurance. This suggests that insurance firms in Uganda should embrace inclusive health insurance as an opportunity to innovate and develop new products and services and strategies for the larger market. In the same vein, the legislature in partnership with the Insurance Regulatory Authority of Uganda (IRAU) should fully support the implementation of the national health insurance scheme when assented to by the President, to provide a legal framework that will unlock the innovative potential of insurance companies with a goal of enhancing the health conditions of the marginalized population.
