The study aimed at finding out the relationship between Social-networks, SME owner managers’ mindset and SMEs participation in public procurement contracts. The study was guided by objectives which included; To establish the relationship between SME Social networks and SMEs participation in public procurement contracts, to establish the relationship between SME owner managers’ mindset and SMEs participation in public procurement contracts and to assess the mediating effect of SME Social networks on the relationship between SME owner managers’ mindset and SMEs participation in public procurement contracts. A sample size of 95 SMEs was selected basing on Krejcie & Morgan (1970) table for determining the sample size. The SMEs formed the unit of analysis while the owners/managers and head of procurement department formed the unit of inquiry. From the findings, it was revealed that there is a positive relationship between social networks and SMEs participation in public procurement contracts. It was also revealed that there is a positive significant relationship between SME owner managers’ mindset and SMEs participation in public procurement contracts. The relationship between the study variables was confirmed by both correlation and regression analysis. Following the Baron and Kenney steps for mediation testing, the findings indicated that the relationship between SME owner manager mindset and SMEs participation in public procurement contracts is partially mediated by social networks. There is need by the owners/managers of the SMEs who are registered with PPDA, to build more social networks, since it’s through having such networks, that their opportunities will increase and this will enhance their social interconnectedness and their social density thus improving their participation in public procurement. It can also be recommended that there is a need to train the owners/managers of SME by PDEs; this will develop their mindset and help them focus on their visions, missions and the objectives of the organisation, it will also enhance their participation in public procurement while attracting other SMEs to participate.
