Abstract
The purpose of this study was to examine the relationship among ICT resources, administrator’s attitude and ICT adoption in higher institution of learning in Arua City in Uganda. It examined the relationship between ICT resources and ICT adoption; assess the relationship between administrator’s attitude and ICT adoption and finally evaluated the predictive power of ICT resources and administrator’s attitude on to ICT adoption of higher institution of learning in Arua City in Uganda. The researcher used quantitative, descriptive and cross sectional research design to study overall 10 higher institutions of learning. From a population of 10 institutions, all the 10 institutions were selected as guided by census sample size determination. Instruments were pretested and only valid ones with reliable Cronbach’s alpha values above 0.70 were retained (Nunnally, 1978). The researcher issued 120 questionnaires but received 112, giving a response rate of 93.3%. The findings of the correlation analysis showed a significant positive relationship between ICT resources and ICT adoption in higher institution of learning. It also indicated significant positive relationship between administrator’s attitude and ICT adoption implying that the level of ICT resources and administrator’s attitude is associated directly with ICT adoption of higher institution of learning in Arua City. The regression analysis showed that ICT resources and administrator’s attitude had a significant effect on ICT adoption. The researcher concluded that, ICT adoption in higher institutions of learning in Arua City required positive administrator’s attitude and better ICT resources. If administrator’s attitude and ICT resources are combined together, they would consequently enhance ICT adoption in higher institutions of learning in Arua City in Uganda.
