Abstract
The study examined the effectiveness of Electronic Systems at Uganda Registration Service Bureau (URSB). It was guided by the following three objectives; to examine the effectiveness of Electronic System; to identify factors affecting Electronic Systems effectiveness; and to suggest measures of improving Electronic Systems effectiveness. The study applied a cross-sectional research design along with a quantitative research approach. Data were collected from a sample of 59 respondents according to Krejcie and Morgan (1970) from a population of 70 respondents using simple random sampling. Data were collected using a structured questionnaire which was tested for validity and reliability. Data were analyzed using a SPSS (v.20) from which frequency tables and descriptive statistics were used to interpret results. The study found that the electronic systems were not being used effectively. The main functions of the E-system were to provide access to timely information and improve staff roles. The main factors affecting effectiveness of the system included difficulty in integrating system, inadequate top management support, internet connectivity; and inadequate training. The proposed strategies included regular training; effective information exchange; collaboration among departments; and feedback. Therefore, the study recommends that the management of URSB should promote monitoring and evaluation of system programs, put in place effective training programs and emphasis on effective communication. The study recommended that the management of URSB should promote policy formulation, training and ensure there is adequate technical support at the agency. The agency should develop, implement and regularly review policies that support facilitating conditions for ESystems as a way of providing guidelines that should be following when operating the systems. The management of the agency should ensure that the e- systems are user friendly with well drafted user guidelines for operating the system, clear roles for the different users and responsibilities in order to eliminate ambiguities or clashing of user roles. Such guidelines should be made available to users so as to create a smooth working environment where peer support is promoted.
