| dc.description.abstract | The study examined the institutional and government voids that shape the operation and governance of the boda boda industry in Uganda. Despite the sector’s critical role in providing affordable transport and employment opportunities, it continues to operate within weak regulatory and institutional frameworks. Using Institutional Theory as the guiding framework, the study explored how the absence of coherent government structures, formalized regulations, and supportive institutions has affected the growth, organization, and legitimacy of the boda boda business. A qualitative research design was adopted, employing interviews, focus group discussions, and document reviews with boda boda riders, local government officials, and transport association leaders. Data were analyzed thematically to identify patterns in institutional weaknesses, policy inconsistencies, and informal coping mechanisms adopted by operators. Findings revealed that institutional and government voids are manifested through inadequate policy enforcement, corruption, fragmented leadership structures, and limited access to credit or training. In response, riders have created informal associations and self-regulatory mechanisms to ensure security, dispute resolution, and economic survival. The study concludes that while these informal institutions fill gaps left by the state, they also reinforce uncoordinated governance patterns that hinder formalization and professionalization of the sector. The study recommends the establishment of clear institutional frameworks, consistent policy enforcement, and capacity-building programs for riders and local authorities. Strengthening institutional collaboration and integrating boda bodas into formal transport planning would enhance safety, accountability, and sustainability within the sector. | |
