Abstract
This study examined the effectiveness of HR audit in Uganda Wildlife Authority since most employees were highly accustomed to a wide gap between employees’ salaries, high rates of involuntary and voluntary turnover, as well as lack of a clear human resource policy on internal promotion, hiring, training and development of employees. The study objectives were; to find out the HR audit practices; to identify the challenges; and to establish strategies for improving HR audit at Uganda Wildlife Authority. This was a cross-sectional research design with a descriptive research approach. A sample 92 participants comprising wardens, managers, deputy directors, directors and the executive director was obtained from a total of 119. A structured questionnaire instrument was used to obtain data. Validity of the instrument was determined using CVI. Reliability was established through pretesting and Cronbach’s Alpha coefficient. SPSS was used to analyze data to obtain frequency table and mean and standard deviation tables to interpret results. The study found out that HR audit was very low in UWA attributed to low employee relations, learning & development and performance management except employee file management practice which was prevalent. The study found out that the major challenges of HR audit were limited collaboration and employees’ expression of negative attitude towards HR audit. The major strategies for enhancing HR audit in UWA were top management commitment, effective communication and employee involvement. The study concludes: HR audit plays a pivotal role in shaping the HR function because it identifies strengths, weaknesses, opportunities and threats for proper decisions. With practices of employee relations, learning & development, performance management and recruitment & selection very low in Uganda Wildlife Authority, a serious risk of failing to obtain human resource information for future decisions is extremely very unlikely. The study recommends: top management commitment should be demonstrated, effective communication during the audit process, enhanced employee involvement during audit process; collaboration between the audit team and other functions and change of employee attitude.
