Abstract
This study set out to examine the influence of resource allocation and managerial competence on service delivery in Hoima District Local Government. The study was driven by the persistent service delivery gaps in the district despite increasing financial allocations and efforts to enhance institutional performance. Specifically, the study aimed to establish the relationship between resource allocation and service delivery, assess the relationship between managerial competence and service delivery, and determine the combined effect of these two variables on service delivery outcomes. The research adopted a cross-sectional survey design, employing a quantitative approach to collect and analyze data. The study population included healthcare facilities in Hoima District, from which a sample size of 219 respondents in 73 facilities was drawn using simple random sampling though only 180 from 60 facilities participated. Data were collected through a structured questionnaire comprising both closed and open-ended items. The findings revealed a statistically significant and positive relationship between resource allocation and service delivery, with a Pearson correlation coefficient of r = 0.491 (p < 0.01), indicating that improved distribution and utilization of financial, human, and material resources are linked to better service outcomes. Similarly, managerial competence was also found to have a significant positive correlation with service delivery (r = 0.481, p < 0.01), highlighting the importance of effective leadership, decision making, and technical skills among local government managers. The regression analysis demonstrated that the combined effect of resource allocation and managerial competence accounts for 37.3% of the variance in service delivery (R² = 0.373), with both predictors being statistically significant (β = 0.391 and β = 0.377 respectively, p < 0.001) while the remaining 62.7% is attributable to factors beyond the scope of this study and this will be a subject of other researchers. Based on these findings, the study recommends that Hoima District strengthen peer learning initiatives among managers and adopt regular field-based exposure programs to ground leadership in real service delivery contexts. Additionally, practical feedback platforms involving finance and operations teams should be instituted to ensure that resource use is routinely reviewed and improved. These steps are vital for creating a more responsive and efficient local government capable of addressing the needs of its constituents. The study provides a solid foundation for further research into the long-term effects of resource and management practices on public service outcomes across other sectors and districts.
