Transformational Leadership, Organizational Commitment and Adoption of Digital HRM Practices Among Government Agencies in Kampala City.

Abstract
With the increasing technological innovations, it has become inevitable for government agencies to adopt digital HRM practices. Nonetheless, many of the agencies in Kampala are not adopting this digital avenue. The study examined the relationship between transformational leadership, organisational commitment, and the adoption of Digital HRM practices by government agencies in Kampala. The study used a cross-sectional design and a quantitative approach. A total of 86 government agencies in Kampala were identified for the study, from which 71 were sampled. Data was obtained from Human Resource Personnel using a questionnaire. SPSS v.25 was applied to analyse results and present frequency tables, correlation and regression models for results interpretation. The study established that transformational leadership is positively associated with adopting digital HRM practices. It was also found that organisational commitment is positively associated with adopting digital HRM practices. The study affirmed that transformational leadership and organisational commitment predict the adoption of digital HRM practices. It was found that organisational commitment was a better predictor of adopting HRM practices. It is concluded that transformational leadership and organisational commitment are indispensable to boost digital HRM practices. The study recommends that government agencies institute organisational commitment as one of the core values, and institute leaders who are empathetic and ready to listen to employees' concerns.
