Abstract
The purpose of the study was to examine the project implementation of the ERP project in URA and to recommend strategies for improving project implementation. This was inspired by a problem whereby implementation of this project has experienced gaps in the form of delayed funding, mis-scheduling, and deviation of the implementation from the set-out plan, such as through diversion of funds to unallocated activities. There is a problem approving some activities to go on without an approved charter, and there were many procedural errors in procurement. This has resulted in inefficiencies at the organisation, allegations of poor management and corruption by stakeholders, as well as waste of valuable government resources due to poor planning. Hence, the research objectives were to examine enterprise resource planning project implementation practices in URA, to analyse the enterprise resource planning project implementation challenges in URA, and to recommend strategies to improve enterprise resource planning project implementation in URA. The researcher used a cross-sectional study with a quantitative approach to answer the research questions. Data was collected using a six-point Likert scale questionnaire from 181 staff of URA, using a simple random sampling approach. Key findings show that the respondents generally disagreed with the practices regarding the implementation of the ERP at the organisation. Among the biggest challenges cited by the respondents are that managers don’t provide ample support in the project, there are no ways to measure progress of implementation, the project is implemented with insufficient technical support, project implementors do not follow the planned schedule for all activities, among others. Respondents agreed with the proposition that the project should be implemented with a clear start and end time. They somewhat agreed with other propositions. It was recommended that URA needs to undertake a thorough internal staff survey of its current projects and come up with the most common issues affecting implementation, URA should boost the capacity of its project management team and recruit new managers, organisation should put in place clear written policies and procedures for project implementation as well as sanctions against non compliance and that monitoring projects should be undertaken every month.
