Abstract
Public service delivery was a cornerstone of effective governance, ensuring that citizens had access to essential services. In Uganda, the quality and efficiency of public service delivery significantly influences socio-economic transformation but lagged behind in developing countries. The pressing issue in many districts, including Iganga face persistent challenges in meeting the public service delivery expectations of their populations. The objectives for this study were to establish the relationship between financial managerial competences and public service delivery, to examine the relationship between community engagement and public service delivery, and to examine the combined effect of between the study variables in Iganga Municipal council.
This study used quantitative approach and descriptive analysis. Questionnaire survey was utilized to collect data from the field and SPSS software used for analysis. The main results show that a positive correlation between financial managerial competence, community engagement, and public service in Iganga Municipality. While a regression analysis revealed that financial managerial competence and community engagement influence public service delivery in Iganga Municipality.
This study suggests that government and municipalities to formulate and enforce clear budgeting policies that promote transparency, accountability, and timely audits. Organizing regular training workshops and mentorship programs to equip financial managers with modern skills in budgeting, expenditure control, and performance-based financing to boost effective service delivery within municipalities. Furthermore, this study contributes to existing local government community engagement frameworks that mandate public participation in planning, implementation, and monitoring of service delivery projects. This study also suggests that municipalities to establish community monitoring committees and feedback platforms to enable citizens to report issues and monitor ongoing projects. Therefore, future researchers should investigate community engagement of public projects in other municipalities in Uganda.
