Abstract
The study examined the relationship between community engagement, accountability, and Project performance of rural electrification projects. The Energy and Minerals Development Sector: Semi-Annual Budget Monitoring Report - FY 2020/21, stated that the overall Performance of the energy sector has been poor, with several activities behind schedule. Therefore, the outputs to which the projects are linked have not been achieved. Hence, the study objectives were to establish the relationship between Community Engagement and Project Performance of Rural Electrification Projects, the relationship between Accountability and Project Performance, and the combined effect of Community Engagement and Accountability on Project Performance in Rural Electrification projects. The sample of 46 projects in the central region was selected from the population of 52 electrical projects, but data from 41 projects were finally acquired and employed in the study. A Questionnaire was used to collect data and the correlations results were generated using SPSS version 23.0 revealed that there is a significant and positive relationship between community Engagement and project performance (r = .675, p<.05). Another significant association was Observed to occur between Accountability and Project Performance (r = .589, p<.05). A multiple Regression model was used to establish the combined effect of Community Engagement and Accountability on Project performance in these rural electrical projects. These results indicated that Community Engagement and Accountability can jointly affect the Project performance positively, accounting for 47.1% of the variance in the Project Performance (Adjusted R Square = .471). The results further established that while community engagement is a significant Predictor of project Performance (β = .505, p<.05), Accountability is not (β = .265, p>.05) in this Regression model which was statistically significant (p<.05). It‘s recommended that Consultation With the local area leaders where the projects are to be installed and serious consideration of their Views while making decisions of the electrical power project implementation, are very Paramount. This should be done by the electrical power outreach teams, not only at the beginning of the project implementation but periodically, to assess how well the project is doing. Participation in decision-making should be made while at the same time considering the views of the communities that should benefit from the electrical power projects. This shall save the Project firms a good amount of money. This study was not without limitations; for instance, the study employs a cross-sectional research design, which does not allow us to understand the Nature of the interaction between variables, a few years after the study was conducted.
