Abstract
The purpose of this study was to establish how participatory budgeting through governance mechanisms can improve service delivery. The research problem was that the methods used by NGOs don't directly involve input from the targeted beneficiaries, implying that the provision of social services considered important by an organization would vary with peoples’ needs. Therefore the objectives were to ascertain the relationship between participatory budgeting and
service delivery in NGOs, to investigate the relationship between participatory budgeting and governance mechanisms in NGOs, to ascertain the relationship between governance mechanisms and service delivery in NGOs and to determine the moderating role of governance mechanisms in the relationship between participatory budgeting and improved service delivery. The study adopted a cross-sectional survey design with a mixed-methods approach basing on
qualitative and quantitative data. The sample consisted of 217 NGOs with two respondents from each in addition to ten community leaders. They were selected using a simple random sampling method and data was collected using a questionnaire and an interview guide. Findings show that there is a significant and positive relationship between participatory budgeting and improved social service delivery (r=.505, p<.01), there is a significant and positive relationship
between participatory budgeting and governance mechanisms (r=.193, p<.01). It was found that both independent variable and moderating variable can predict 74.8 percent of the variance in service delivery (Adjusted R Square = .748) and that governance mechanisms moderate the relationship between participatory budgeting and service delivery. The study recommends that information necessary for project participants to express their sincere preferences must be provided and communicated well, there should be careful consideration of the cultural norms and values of participants, there is need to carry out further sensitization and education on participatory budgeting and the role of key stakeholders like women and youths needs to be enhanced as they are marginalized.
