Abstract
The study assessed the salary implementation factors and strategies of the salary enhancement policy and performance of scientists in Ngora District. The study adopted survey research design in which both qualitative and quantitative approaches were used to collect data from a total of 127 respondents. The respondents were selected using purposive and simple random sampling and data was gathered using a self-administered questionnaire and face-to-face interviews. Quantitative data collected and analyzed using the Statistical Package for Social Scientists (SPSS - ver 20) while the qualitative data was analyzed using thematic and content analysis. Findings showed that implementation factors and strategies of salary enhancement policy had a significant effect on performance of Scientists in Ngora district. The study recommends that while implementation of the salary enhancement policy may have had a significant effect on the effectiveness of scientists, the administration should endeavour to find generalized motivational strategies for further motivate scientists and other staff, as this may in the long run affect other staff performance; government should in future harmonize salaries of all staff to avoid any resentment by the marginalized staff in terms of compensation; and that administrators should consider other strategies for enhancing performance.
