    Inclusiveness In Service Delivery and Economic Empowerment.

    The study purposed to establish the relationship between inclusiveness in service delivery and economic empowerment. The objectives were to examine the relationship between equity compliance and economic empowerment of beneficiary farmers in Operation Wealth Creation (OWC) in Arua district. Secondly, to establish the relationship between gender inclusion and economic empowerment of beneficiary farmers in OWC in Arua district. Thirdly, to establish the relationship between beneficiary participation and economic empowerment of beneficiary farmers in OWC in Arua district. The study methodology used was a cross-sectional design. The researcher used simple random sampling method to select the sample size of 357 respondents out of a population of 5000 farmers in Arua district as determined by Krejcie and Morgan (1970). Reliability and validity test showed that all variables under study were reliable with Cronbach‟s alpha statistic above 0.70-threshold value suggested by Nunnally (1978). Questionnaires were used to collect data and these were analysed using SPSS version 20. The findings showed: First, a significant positive relationship between equity compliance and economic empowerment. Secondly, a significant positive relationship between gender inclusion and economic empowerment. Finally, a significant positive relationship between beneficiary participation and economic empowerment. The regression analysis indicated that all the predictor variables combined account for 67.3% variation in economic empowerment of the farmer beneficiaries of the OWC. The researcher concludes that high levels of equity compliance led to high levels of economic empowerment, gender inclusion has direct association with economic empowerment of the beneficiary farmers and that beneficiary participation is an important determinant of economic empowerment. The study recommends that implementers of OWC should observe equity compliance in order to realize economic empowerment all beneficiaries, ensure equal participation of men and women in OWC to increased economic equality of both men and women and beneficiaries must participate in needs assessment and execution of the OWC programme.
