- ItemRegulatory Framework Effectiveness, Operating Efficiency and Power Supply Effectiveness in Uganda.(Makerere University Business School, 2025-06-18) Tusiime, Yasin KamondoThe purpose of the study was to examine the relationship between operating efficiency, regulatory framework effectiveness, and power supply reliability. The research had three clear objectives, which were as follows: i) to investigate the connection between the reliability of the power supply and the effectiveness of the regulatory framework. ii) to investigate the connection between power supply reliability and operating efficiency iii) to investigate the influence of operating efficiency and the effectiveness of the regulatory framework on power supply effectiveness. Using a cross-sectional survey design, primary data from 172 energy customers in the Kampala district—home to both ERA and the offices of the 172 energy consumers—was gathered using a structured questionnaire. A statistical package for social scientists (SPSS) version 23 program was used to examine the data that had been gathered. Fault Tree Analysis (FTA) Theory (Vincoli, 1994) was used to explore how system failures occur, using a top-down approach to identify the causes of an undesired event (power supply reliability). Based on the findings, power supply reliability and regulatory framework effectiveness are positively associated. Additionally, the study demonstrates a strong positive correlation between power supply reliability and operating efficiency. The study findings further indicate that together, regulatory framework effectiveness and operating efficiency explain 83.0% of the variability in power supply reliability in Uganda’s energy sector. The study recommends that the electricity regulator, the Electricity Regulatory Authority (ERA), should provide understandable regulations and enforce them. Also, UMEME, as the power distributor, should carry out follow-up calls with companies to take feedback about power supply-related problems. Managers in high power-consuming companies should have effective channels of communicating possible power supply-related challenges to power supply distributors and regulators. Correspondingly, whenever a complaint about the power supply is raised, the power supplier should immediately inform concerned parties in a bid to find a solution for it
