    National Culture, Enforcement Mechanisms and Compliance with the Building Regulatory Framework

    This study examined the mediating role of enforcement mechanisms on the relationship between national culture and compliance with the building regulatory framework. The objectives of the study were to establish the relationship between national culture and compliance with building regulatory framework, to examine the relationship between national culture and enforcement mechanisms, to examine the relationship between enforcement mechanisms and compliance with the building regulatory framework and to examine the mediating role of enforcement mechanisms in the relationship between national culture and compliance with building regulatory framework. The study was based on a cross sectional design with a quantitative approach. Data was analyzed using ordinary partial least squares regression through SmartPLS version 4.0. The study hypotheses were tested based on data collected from respondents on 171 on going building construction sites in Kampala district using a face to face administered questionnaire. The results revealed a negative but significant relationship between national culture and enforcement mechanisms as well as between enforcement mechanisms and compliance with the building regulatory framework. The results also indicated that enforcement mechanisms partially mediate the relationship between national culture and compliance with the building regulatory framework. The major limitation of the study is that the author used cross sectional data to test the hypotheses. However, this was minimized following Guide and Ketokivi’s (2015) recommendation that limitations of cross-sectional data be minimized by targeting key respondents with the highest level of expertise required to answer the questionnaire. The study concludes and recommends that the national culture must be changed, and the enforcement mechanisms strengthened and streamlined to achieve compliance with the building regulations.
