    E-Procurement Practices, Supplier Coordination and Humanitarian Supply Chain Performance. A Case of the Disaster and Relief Emergency Programs in the Elgon Region.

    The study investigates the relationship between e-procurement practices, supply chain coordination, and humanitarian supply chain performance among Disaster and Relief Emergency Programs in Elgon Region. Specifically, it examines the relationship between e procurement practices and HSC Performance, supplier coordination and HSC performance; and lastly, determine the predictive power of electronic procurement practices and supplier coordination on humanitarian supply chain performance. A cross-sectional survey design with a quantitative approach to the study was adopted. Questionnaires were used to source quantitative information. The population of the study was 150 disaster and relief emergency programs in Elgon Region and the sample size was 108. Simple random sampling method were used for selection of respondents and data was analyzed using correlations and regression to establish relationships between variables with the use of SPSS software. The results show a positive and significant association between supplier coordination and HSC performance; a strong significant and positive association between electronic procurement practices and HSC performance; further regression results reveal strong predictive power of E-procurement practices and supplier coordination on HSC performance. The study recommends Policy Makers like Office of the Prime Minister, Ministry of Relief, Disaster Preparedness and Refugees) to formulate and enforce policies that mandate the use of integrated e-procurement systems and supply chain coordination frameworks in all disaster and relief programs to enhance transparency, efficiency, and timely response. Implementors like NGOs and emergency response teams should adopt and consistently apply coordinated e-procurement practices to improve efficiency and responsiveness in relief operations.
