    Knowledge Management, Tendering Capabilities and Small Enterprises Participation in Public Procurement Contracts in Uganda: A Case of Small Enterprises in Kampala Metropolitan Area.

    This study investigates the relationship between knowledge management, tendering capabilities, and the participation of small enterprises in public procurement contracts within the Kampala Metropolitan area of Uganda. Despite small enterprises' vital economic role, their participation in public procurement remains low, suggesting potential barriers to engagement. Addressing a research gap within Uganda’s context, the study explored how knowledge management and tendering capabilities influence public procurement participation. Using a cross-sectional research design, data was collected from a sample of 364 small enterprises registered with the Public Procurement and Disposal of Public Assets Authority (PPDA), yielding 298 usable responses, resulting in an 82% response rate. The study used primary data which was collected using self-administered questionnaires. Data was analyzed through descriptive and inferential statistics (correlation and regression analysis). Findings reveal significant positive correlations between both knowledge management and tendering capabilities and the involvement of small enterprises in public procurement. Together, these variables explained 61.9% of the variance in participation rates, highlighting their predictive value. The study recommends that small enterprises prioritize the acquisition, sharing, and effective utilization of knowledge and develop tendering competencies to enhance competitiveness in public procurement. These insights may assist policymakers and procurement authorities in formulating strategies to support small enterprise engagement. This research contributes to the limited body of knowledge on procurement in Uganda, offering practical guidance to small enterprises seeking public procurement opportunities.
