Monitoring And Evaluation, Procurement Practices, and Project Implementation Success: A Case of National Agricultural Advisory Services Program in Mayuge District.
(Makerere University Business School, 2025-05-19) Kyendibazza, Catherine
This study examined the relationship between Monitoring and Evaluation (M&E), Procurement Practices, and Project Implementation Success of the National Agricultural Advisory Services (NAADS) program in Mayuge District, Uganda. The study was guided by three objectives: to assess the influence of Monitoring &Evaluation (M&E) on project implementation success, to evaluate the effect of procurement practices on project implementation success, and to determine the combined effect of Monitoring & Evaluation and Procurement practices on project implementation success. Grounded in Agency Theory, the study adopted a quantitative cross￾sectional design and collected primary data using structured questionnaires administered to Monitoring and evaluation officers, NAADS coordinators, sub county chiefs, procurement officers, beneficiaries and farmers forum executives involved in 33 NAADS projects. Data was aggregated at the project level and analyzed using descriptive statistics, correlation, and multiple regression analysis. The findings revealed significant positive relationships between M&E and project implementation success, and between procurement practices and project implementation success. Furthermore, the regression analysis demonstrated that the combined influence of M&E and procurement practices accounted for a substantial proportion of the variance in project implementation success. The study concludes that robust M&E systems and strategic procurement practices are essential drivers of successful project implementation. It recommends the development of an integrated M&E framework that incorporates real-time data analytics and feedback mechanisms to enhance responsiveness and adaptability. Additionally, it advocates for a supplier development initiative to build long-term partnerships and improve the reliability and quality of agricultural inputs, thereby strengthening procurement impact and reducing implementation risks.
