    An Assessment of the Budget Performance of Usaid Rhites-Ec Project in Eastern Uganda.

    The purpose of this study was to assess budget performance of the USAID RHITES-EC project in Eastern Uganda. The problem was that USAID RHITES-EC reports still show poor budget performance (It is not clear what the causes of poor budget performance are, and they could be attributed to poor internal controls, lack of proper accountability and poor managerial decisions, poor linking of budget planning process and lack of approved activity schedules). The objectives were: to examine the causes of poor budget performance in the USAID RHITES-EC project in Eastern Uganda, to establish the problems that have arisen from the poor budget performance in the USAID RHITES-EC project in Eastern Uganda and to suggest measures that could be adopted to improve budget performance by the USAID RHITES-EC project in Eastern Uganda. The study was based on a cross sectional design with a quantitative approach. The sample size consisted of 126 staff and primary data was collected using a questionnaire. Findings show that causes of poor budget performance were poor resource allocation during budgeting since the respondents disagreed that allocations are made to the different projects and there is a policy governing resource allocation to projects. The findings show that challenges of budget performance included failure to handle budget planning lack capacity to discharge budgetary functions, project managers not being bothered by issues of social accountability and decision makers are not easily furnished with credible. It was further found that there is lack of relevant and timely information, lack of technical expertise in the budgetary and implementation process. The findings show that strategies employed to improve budget performance included having in place well-established team in charge of budgetary monitoring and this will improve budget performance
