- ItemPerformance Management System, Employee Commitment and Service Delivery: A Case of Health Sector in Arua City(Makerere University Business School, 2024-07-13) Angucia GraceThis study was purposed to examine the extent to which performance management systems and employee commitment contribute to effective health service delivery in Arua city. The researcher used quantitative, descriptive and cross-sectional research design to study the overall health centres in Arua city. A sample size of 31 health centres with 248 of staff were selected as guided by census sampling method. Reliability of the instruments showed that all variables under study were reliable with Cronbach‘s alpha statistic for all of the variables was above 0.70-threshold value suggested by Nunnally, (1978). The researcher issued 248 questionnaires and received 212 questionnaires giving a response rate of 85.5%. The findings of the correlation analysis showed a significant positive relationship between performance management and health service delivery. It also indicated a positive relationship between employee commitment implying that a change in the level of performance management system and employee commitment with their dimensions are associated directly with a change in health service delivery in health centres in Arua city. The regression analysis showed that performance management system and employee commitment had a positive significant effect on health service delivery. The researcher recommends that, Ministry of Health should do frequent health assessment to ensure that patients are well attended to and visitation hours are properly set and monitored. Also, policies in regards to performance contracts, rewards and sanctions framework should be set to enhance health service delivery in the health facilities. Management of the health centres should provide for the employee‘s good accommodation, lunch, transport, school fees, training and health insurance schemes to improve their job commitment for better health service delivery. Top management of the health centre such as board of directors and in charges should recruit qualified, skilled, adequate number of staff of diverts characteristics to offer good health care to their clients.
