    Management Readiness, Technology Competence and E-Procurement Readiness of Public Universities in Uganda.

    The study aimed at examining the relationship between management readiness, technology competence and e-procurement readiness of public Universities in Uganda. The study population and sample constituted nine public universities in Uganda using a cross-sectional survey design. The procurement managers, procurement officers and the user departments participated in this study. Data was collected using a self-administered questionnaire and then analyzed using Statistical Package for Social Sciences (SPSS). Correlation and regression analysis were performed to explain the relationships between the study variables and the extent to which the independent variables were associated with the dependent variable. The empirical findings from the study revealed that there is a significant positive relationship between management readiness, technology competence and e-procurement readiness of public universities in Uganda. The study also revealed that the combined effect of management readiness and technology competence on e-procurement readiness is 40.4%. This indicates that other than management readiness and technology competence, there are other factors that influence e-procurement readiness of public universities. Overall, management readiness was the most influential factor in explaining the e-procurement readiness compared to technology competence. Therefore, it is recommended that the management of public universities support e-procurement interventions, provide IT infrastructure, and equip their staff with IT knowledge and skills. This will ultimately translate into readiness of their institutions to adopt e-procurement.
