Project performance helps organizations realize stakeholder value and minimize risks and uncertainties in terms of achieving the project objectives (Kululanga and Kuotcha, 2010). Performance of a project is achieved through keeping the project within the allocated budget, time and scope and meeting the stakeholder’s expectations (Flanagan and Norman, 2003). Hence scholars have measured project performance in terms of quality, cost, time and client satisfaction (Leon et al., 2018). Building project management requires effective coordination and collaboration between multiple project members. It can be achieved through real time communication flow between all stakeholders. According to the NORHED results (2015), The Norwegian Programme for Capacity Development in Higher Education and Research for Development (NORHED) was launched by Norad in 2012 with an overall goal of strengthening capacity in higher education institutions and research in low and middle income countries (LMICs).The programme aims at contributing to a more skilled workforce, enhancement of knowledge, evidence-based policy and decision making, and greater gender equality in the long term. The programme is operational across the world that is Africa, Latin America, and Middle East. The projects are implemented in partnerships with academic institutions from LMICs and Norwegian institutions.
