Abstract
This study investigates the relationship between participatory monitoring and evaluation (M&E) practices and project success within agricultural projects in the Tooro sub-region. Specifically, it examines the roles of participatory planning, implementation, and decision-making in driving project success. Using hierarchical regression models, the study finds that participatory decision-making has a significant and positive impact on project success, suggesting that active stakeholder involvement in decision-making processes significantly enhances project outcomes. In contrast, participatory planning shows no significant relationship with project success after controlling for other factors, indicating that planning alone is insufficient to guarantee success without strong follow-through in implementation and decision-making. Similarly, participatory implementation, while initially contributing positively, becomes non-significant when decision-making is included in the model, highlighting the central role of decision-making in determining project outcomes. These findings align with Stakeholder Theory and suggest that decision-making is a critical component of successful project implementation. The study recommends that project managers prioritize inclusive decision-making processes, policymakers incorporate participatory decision-making frameworks into development projects, and funders support projects that demonstrate robust stakeholder engagement in decision-making. Further research is suggested to explore more comprehensive frameworks for measuring project success and to investigate the interplay between participatory practices across different sectors and regions.
